With the continuous progress of information technology, forestry must accelerate the pace of modernization construction in order to continuously meet the diverse needs of social development for forestry. How to integrate information technology into the forest resource management system is particularly crucial for improving the level and capacity of scientific forest resource management.
The 13th Five Year Plan for Forestry Development proposes that "forestry should accelerate the promotion of management informatization". In recent years, the forestry department has continuously made breakthroughs in the informatization construction of forest resource management, especially in the management of timber transportation and logging, and has fully realized digital supervision.
Centralized, efficient, and standardized management
Currently, the management of timber transportation in China is facing new situations and tasks. On the one hand, with the rapid development of national highway construction, the pressure on wood inspection is constantly increasing; On the other hand, with the continuous deepening of the reform of the collective forest rights system, the business entities and transportation entities are increasingly diversified, and the task of inspecting timber transportation has multiplied. These all force a change in the way wood inspection is conducted.
In view of the new requirements of timber transportation management under the new situation, the "National Timber transportation management system" came into being. On July 1, 2010, the system was officially put into use and put into operation nationwide, achieving national network informatization for timber transportation certification, timber inspection, query, statistics, and analysis of timber transportation information. "The operation of the national timber transportation management system has provided a strong technical guarantee for the national timber transportation management and promoted the timber transportation management to be more open, transparent, standardized and efficient," said Xie Shouxin, director of the Utilization Supervision Division of the Forest Resources Management Department of the State Forestry and Grassland Administration.
The national timber transportation management system integrates timber transport certification, timber inspection and administrative case management, involving six levels of users at the national, provincial, municipal, county, timber inspection station and certification point, covering all aspects of timber transport, and building a national timber transport management information trunk road.
The timber transportation certificate is an important document for the transportation of legally sourced timber. In the past, the production of wood transportation certificates was simple, and forgery often occurred, which could easily lead to human identification errors. With the timber transportation management system, the use of false certificates has been basically eliminated. By using QR code technology, network verification, and watermark technology, each inspection station can identify the authenticity of the wood transportation certificate and the actual volume of wood transportation online through scanning equipment, greatly improving work efficiency and quality.
The use of timber transportation management system has a precedent. Zhejiang, Shandong and other provinces had already implemented online management of wood transportation before 2010, but from a national perspective, the problems of wood transportation being self governed, self-contained, disconnected, and difficult to manage are still very prominent. The national timber transportation management system was put into use, which not only standardized the timber transportation management order, but also unified the timber transportation system in various regions, and solved the problem of cross provincial information query and unified management of transportation information. The nationally unified 22 digit wood transportation certificate number makes the classification system and expression form of wood transportation information more standardized, laying a technical foundation for the unified management of transportation certificates. By the end of 2017, the national timber transportation management system had handled 39.5636 million transport certificates, transported 1.11 billion cubic meters of timber and 2.687 billion bamboo trees. In 2017, a total of 4.776 million timber transportation certificates were issued, with a timber transportation volume of 108.6325 million cubic meters and a bamboo transportation volume of 22.5414 million trees.
Network integration certification and supervision
Forest harvesting management runs through the entire process of forest harvesting quotas, timber production plans, timber harvesting permits, timber operation and processing approvals, timber inspection, timber source audits, timber transportation permits, and timber transportation inspections. The forest cutting management system and the timber transportation management system have jointly strengthened the modern supervision system of forest resources.
In 2012, the national forest logging management system was put into operation and currently covers 23 provinces nationwide. The efficient operation of this system has further promoted the reform of forestry administrative approval systems and the process of online handling in various regions. The application of the national forest logging management system has improved the efficiency of forest resource supervision and the level of forestry information management, effectively maintained the production and operation order of forest areas, and ensured the sustainable growth of forest resources. The core value of the national forest harvesting management system lies in simplicity and efficiency. The system integrates database technology, forest resource management science, and forestry policies and regulations. Through data entry and maintenance, data query, data statistics, certificate printing, and report printing, the entire process of forest harvesting management is integrated, and a unified forest harvesting limit, logging certificate review, and logging certificate issuance management system is established.
From the perspective of application effectiveness, the national forest harvesting management system not only solves the problem of labor costs, but also strives to create semi-automatic processing procedures. According to the national requirements for government departments to 'delegate management and supervision', the system initially focused on considering applicants, managers, supervisors, and social needs, and ultimately formed a network integrated certification and supervision process.
Compared to the traditional cumbersome procedures for obtaining logging permits, the national forest logging management system makes document processing faster. The applicant uses the existing "Logging Operation Design Management System" data to fill out the logging permit application template, submit the application materials, and the system will automatically verify the validity of the application materials and the remaining amount of the unit annual logging limit based on the logging limit and the "Logging Operation Design Specification". Those that meet the specifications will be included in the logging permit review and issuance process, and the issued logging permits will be terminated or invalidated. In this way, the number of times people and enterprises come to the government to handle affairs has been reduced, and as much as possible, they have been able to do less errands, run once, or even not run errands, "Xie Shouxin said.
Let's look at the data statistics again. From 2012 to 2017, 23 provinces issued a total of 4.5611 million forest harvesting licenses and a storage volume of 33.7167 million cubic meters through the national forest harvesting management system. In 2017 alone, the system issued 1.2249 million forest logging permits, with a storage volume of 91.3771 million cubic meters.
